Role users_and_groups: send email tu user when creating or modifying account

For now, user usually access to the account provisonned with ssh key and find ther their password.

For non shell users, only with password and no ssh key, account provisionning is not consistent for user access. We can add a user parameter for mail, and send him the password when creating accont.
