Resolve "users&groups role migration and refactor"

The role cielito.system.users_and_groups is an evolution of udelarinterior.users role, that it replaces in our Infrastructure as Code integrating a bounch of variables manipulation that we used to do in our playbook.

This first version implements the processes documented in its README file.
